Hospitality is the largest activity in Makkah. The Ministry of Tourism announced in 2025 that licensed rooms in the city had passed 300,000. Hotel towers concentrate around the Grand Mosque and in the Jabal Omar area, while other properties spread through outer districts and move their guests to the Haram by bus.
Pilgrim housing differs from a hotel. The Ministry of Tourism has announced that some buildings are licensed as temporary accommodation that may operate only during the Hajj season, while hotels work under year-round licences. A pilgrim housing building therefore usually needs a seasonal contract that starts before the pilgrims arrive and ends after they leave, while a hotel needs an annual contract with a seasonal increase.
Beyond hospitality, Makkah has an industrial city overseen by MODON, as well as administrative buildings, schools, hospitals and large accommodation blocks for hotel and service-company staff. Movement at all of these facilities changes in season, because of the traffic and entry arrangements for the city.
