Uniformed security guard at a school gate receiving students during morning drop-off
Your obligations

Your legal obligation as an educational institution

The amended Article 2 of the executive regulation of the Private Civil Security Guarding Law, published in Umm Al-Qura on 16 May 2025, requires private and international educational and training facilities to have private civil guarding during working hours. That wording covers private and international schools, private colleges and universities, and private training centres. Night and weekend cover is your choice, based on what your campus needs.

In September 2025, Okaz reported the school guard duties set by education departments: opening the doors before staff arrive and receiving students; managing entry, exit and traffic at the gates; handling security and behavioural incidents and informing the school or the authorities; and admitting Civil Defense and ambulance teams. In an emergency the guard triggers the alarm, calls Civil Defense, cuts gas and power and guides everyone to the exits. At the end of the day the guard checks doors, windows and power and locks up once the building is confirmed empty.

The Security Surveillance Cameras Law (Royal Decree M/34) lists education facilities among the sites that must install cameras, a duty that sits with the institution itself. For universities and government bodies that contract through Etimad, the EXPRO guarding controls require female staff for women’s sections, and staff may not enter areas reserved for the other gender without written permission.

These duties stay with your institution. Our part is to give you the guards, female guards, post instructions and written records that make them clear and documented every day, under SAIS licence 2611000012, Category One, valid to 28 April 2027.

Challenges

The pressures facing school and campus security today

01

Drop-off and dismissal peaks at the gates

For a few minutes each morning and again at dismissal, cars, buses and parents fill the gates. Without a guard managing traffic and the bus bays, the gate becomes a bottleneck where it is hard to tell who came in and who left.

02

Visitors, parents and students leaving mid-day

A school receives parents, visitors, suppliers and maintenance teams every day, and each one needs to be logged and directed. Any student leaving during the day must be released under the school’s procedure to an authorised guardian, with the same discipline even at the busiest moments.

03

Girls’ schools and female sections

At girls’ schools and female university campuses, male guards stay at the outer gates, so the interior gates and student corridors need female guards. A campus with separate boys’ and girls’ sections needs its own posts for each section and clear control of movement between them.

04

Guards pulled away from guarding

Okaz published a statement by a school-security official at the Ministry of Education about guards being given duties outside the security role. When the guard is sent to carry supplies or run errands, the gate is left unwatched at the very moment the school needs it.

05

Behavioural incidents, emergencies and after hours

A school needs someone to handle security and behavioural incidents and inform the principal, and someone to clear the way for Civil Defense and ambulance teams in an emergency. After the school day come exam days, events and after-school activities, then lock-up and the check that the building is empty, plus the question of what cover costs over the summer break.

Solutions

Guarding solutions mapped to each pressure

Gate team for drop-off and dismissal

Guards on every gate in use at the morning and dismissal peaks. They open the doors before staff arrive, receive students, manage cars and bus bays in coordination with the school, and close the gates on the agreed schedule.

Visitor control and student release

Every visitor, parent and supplier is logged and directed to the right office. Students leaving during the day are released under the school’s procedure to authorised guardians, with a written entry for each case that your management can review at any time. Guards who speak Arabic and English are available for international schools.

Female guards for girls’ schools and female campuses

Saudi female guards, available in all cities, on night shifts and around the clock, for girls’ school gates, interior sections and female university campuses. They manage access and receive female visitors and parents, on the same contract and under the same supervision as the guards on the boys’ gates and the outer perimeter.

Clear post instructions that protect the guard’s role

We agree written instructions for every post that define the guarding duties precisely, so the guard stays on the gate and school staff know what the guard is there to do. Any extra request goes to the supervisor, who arranges it with your management while the post stays staffed.

Incident handling and emergency support

Guards handle security and behavioural incidents and report them to the principal in writing, admit Civil Defense and ambulance teams, and support your approved evacuation plan: triggering the alarm, calling Civil Defense and guiding students to the exits as instructed.

Exam days, events and after-hours campus watch

Guarding for exam days, school events and after-school activities, and end-of-day lock-up after checking doors, windows and power. If you wish, we add night or weekend watch for an empty campus, and on universities and large campuses our guards can staff your existing control room. Patrol vehicles and golf carts are available for large campuses.

How we operate

How we deploy and manage your campus team

Site survey and mobilisation before term

We survey the school or campus with your management to map the gates used at drop-off and dismissal, the bus bays and the female sections, then write instructions for every post. The start date and handover plan are set in the proposal around your academic calendar.

A supervisor on every shift

The supervisor checks attendance and standards for male and female guards, handles escalation and speaks directly with the principal or campus services manager, so you have one clear point of contact on every shift.

Daily logs and a monthly review

A daily log of visitors, incidents and students released during the day, a written report for every incident, and a monthly review with your management on attendance, observations and improvements.

Replacement when a guard is absent

If a guard is absent or on leave, the supervisor arranges a replacement who covers the same post to the same instructions, so your gates stay covered through the whole academic year.

Relief guards for breaks

Every plan includes a relief guard, or supervisor cover, during guards’ breaks, in line with MHRSD work-environment requirements for the guarding sector, so the gates stay staffed at every moment, dismissal included.

Extra cover for registration, exams and events

We plan extra guards with you ahead of registration days, exams, graduations and events, either added to your contract or on a separate seasonal contract, under the same supervisor who already knows your campus.

Frequently asked questions

FAQ

01How is the price for school guarding built?

Price follows the number of gates and posts, the hours each post is covered and the number of shifts. Where guarding covers school hours only, the number of gates in use at drop-off and dismissal is the main driver of your quote. Female guards, a supervisor, relief cover, after-school activities and any night watch are then added line by line, so you can compare like for like.

02Can the contract follow the academic year?

We offer monthly, annual or seasonal contracts, so you can match the term to your teaching months, or choose annual cover that includes the summer break if you need the campus guarded then. Your proposal shows the cost of both options.

03Are private and international schools legally required to have guards?

Yes. Article 2 of the executive regulation of the Private Civil Security Guarding Law, as amended in May 2025, requires private and international educational and training facilities to have private civil guarding during working hours.

04Do we need night or weekend guarding?

The legal requirement for private and international educational facilities is guarding during working hours. Night and weekend watch is your decision, based on where your campus is and what it holds, and we can add it to the same contract on request.

05Can you provide female guards for girls’ schools and female campuses?

Yes. Saudi female guards are available in all cities, including night shifts and around the clock. The number of female posts and their hours are set out in the proposal, and one contract can cover male guards on the outer gates and female guards in the interior sections.

06How do your guards handle the drop-off and dismissal peak?

We place a guard on every gate in use at the peak, agree car routes, bus bays and parent waiting points with your management, and apply the school’s student-release procedure. The supervisor watches the gates at exactly these times.

07What duties does the guard cover?

The written post instructions set out the guarding duties: gates, visitors, student release, patrols, incident handling and lock-up. The supervisor arranges any extra need with your management, so the guard stays on post and the school stays covered.

08Do you work with universities and training institutes?

Yes. For universities, colleges and training institutes we design posts for each gate, building and female section, campus patrols and control-room monitoring where a room exists. For government universities that contract through Etimad, we assign female staff to women’s sections as the EXPRO controls require, and a copy of our licence comes with every proposal.

09How do we switch from our current provider without a gap in cover?

We confirm the end date of your current contract, ideally before a new term starts. We survey the campus and prepare post instructions and the team before that date, so our guards start the very next day with every gate staffed.

10Are your guards Saudi?

Yes. 100% of our male and female guards are Saudi, as the Private Civil Security Guarding Law requires of all staff at guarding companies.

11Do your guards count toward our Saudisation?

Saudi guards contracted through a guarding company can count toward your Nitaqat ratio under the programme’s conditions; we explain this in the proposal.

12How fast do you respond, and which cities do you cover?

We contact you within 15 minutes of receiving your request, then arrange the site survey and send a detailed proposal. We cover all 13 regions of the Kingdom, including Riyadh, Jeddah, the Eastern Province, Makkah and Madinah. Our office is in Al Olaya, Riyadh.
