Your obligations

Your legal obligation as a hotel

The amended Article 2 of the executive regulation of the Private Civil Security Guarding Law, published in Umm Al-Qura on 16 May 2025, puts hotels at the head of the commercial facilities that must have private civil guarding around the clock. The same 24-hour rule covers residential and commercial buildings and towers with more than 50 rented units, which brings many serviced-apartment buildings into scope.

The Ministry of Tourism’s Hospitality Facilities Regulation (decision 2289, 19/5/1444H), Article 26, requires the licensee, to ensure the tourist’s security and safety, to follow the competent authorities’ instructions on security, safety, first aid and evacuation; to protect guests and the belongings they deposit at reception or in their unit during the stay; to adopt procedures that protect vehicles in the car parks; and to provide security precautions under the competent authorities’ rules.

The same article requires the hotel to report any security or safety incident immediately to the competent authorities and the Ministry, and to keep lost property for at least 30 days after notifying the guest.

These duties stay with your hotel as the licensee. Our part is to give you the guards, the patrols and the written record that make them easy to meet every day, under SAIS licence 2611000012, Category One, valid to 28 April 2027.

Challenges

The pressures facing hotel security today

01

Posts that must stay staffed every minute

Around-the-clock guarding means the lobby and the staff entrance always have a guard on them, including during breaks, prayer times and shift changes. MHRSD rules say a guard may not work five continuous hours without a break of at least 30 minutes. If break cover and night-shift absences are left out of the plan, gaps appear, and guests often notice them before management does.

02

Visible security that respects the guest experience

Guests want to feel safe without feeling watched. The lobby guard shapes how guests see your hotel from the moment they walk in, so the role calls for smart grooming, courteous language and a calm way of directing visitors, along with respect for families’ privacy and for ladies’ facilities such as the spa and pool.

03

Ramadan, Hajj and event peaks

Hotels in Makkah and Madinah see sharp peaks in Ramadan, especially the last ten nights, and in the Hajj season: group arrivals by coach, busy lobbies before and after prayers, and full luggage rooms. Hajj accommodation rules now include inspections before licensing, before operation and during operation, so the hotel needs an organised surge team and inspection-ready records at the same time.

04

Back-of-house and car parks

The staff entrance, loading dock, stores and car parks carry the most non-guest traffic every day. The Ministry of Tourism regulation requires procedures that protect vehicles in the car parks, and staff bag checks and supplier access need the same discipline on every shift.

05

Immediate reporting and lost property

The regulation requires immediate reporting of any security or safety incident to the competent authorities and the Ministry, and safekeeping of lost property for at least 30 days after the guest is notified. When these tasks are spread across reception, engineering and security with no single log, it becomes hard to show what happened and how it was handled.

Solutions

Guarding solutions mapped to each pressure

Lobby and entrance team

Saudi guards who speak Arabic and English in the lobby and at the main entrance around the clock, greeting guests courteously, directing visitors and watching movement calmly. They work alongside your front desk, which keeps its Shomoos guest registration. Post instructions, guest-facing conduct and uniform style are agreed with you to match your brand.

Floor patrols and lost-property log

Regular patrols of guest floors, corridors and emergency exits on an agreed route and schedule, with a written entry for every item found: where, when and who received it. That makes it simple for the hotel to keep items for the required period and to show that the guest was notified.

Back-of-house and car-park cover

A fixed post at the staff entrance for bag checks, supplier control at the loading dock, and patrols of the car park and valet area, supporting the vehicle-protection procedures that the Ministry of Tourism regulation calls for. Patrol vehicles and golf carts are available for resorts and large car parks.

Female guards for ladies’ areas

Saudi female guards, available in all cities, on night shifts and around the clock, for the spa, pool, ladies’ floors and sections and the ladies’ prayer area. They manage access and assist female guests with privacy and courtesy, on the same contract as the rest of your guarding team.

Incident reporting and evacuation support

Guards escalate any security or safety incident to the shift supervisor and hotel management straight away, with a written report of the time, location and action taken, so you can notify the authorities and the Ministry immediately. The team also supports your approved evacuation plan and helps Civil Defense and Red Crescent crews reach the right place quickly. If the hotel has a camera room, our guards can monitor it on shift.

Close protection for VIP guests

When you host official delegations or VIP guests, we provide licensed close protection that works to a plan agreed in advance with your hotel security, from arrival through the reserved floors to departure, while the lobby keeps running normally.

How we operate

How we deploy and manage your hotel team

Site survey and mobilisation

We start with a site survey to confirm which posts need 24/7 cover and which are day-only, then write instructions for each post. The start date and handover plan are set out in the proposal, based on the size of your property and your timeline.

A supervisor on every shift

The shift supervisor checks attendance and standards, covers anything unexpected and speaks directly with your duty manager, so you have one clear point of contact on every shift.

Daily logs and a monthly review

A daily occurrence log covering events, patrols and lost property, a written report for every incident, and a monthly review with your management on attendance, observations and improvements.

Replacement when a guard is absent

If a guard is absent or on leave, we send a replacement who covers the same post to the same instructions, so cover stays continuous for the whole contract.

Relief guards for breaks

Every plan includes a relief guard, or supervisor cover, during guards’ breaks, in line with MHRSD work-environment requirements for the guarding sector. Critical posts such as the lobby stay staffed at every moment.

Seasonal surge for Ramadan and Hajj

We plan extra guards and their dates with you well ahead of Ramadan, Hajj and major events, either added to your annual contract or on a separate seasonal contract, led by the same supervisors who already know your property.

Frequently asked questions

FAQ

01How is the price for hotel guarding built?

Price is built from the number of posts multiplied by the hours of cover and the number of shifts. A 24/7 post needs several guards rotating on it, plus cover for breaks and leave. Supervisor, female-guard posts, seasonal surge and uniform style are then added where needed. Every line is shown in the proposal so you can compare like for like.

02What contract terms are available?

Monthly or annual contracts, plus seasonal contracts for Ramadan, Hajj and events. An annual base contract can also carry a seasonal surge at peak times.

03How do we switch from our current provider without a gap in cover?

We confirm the end date of your current contract, survey the site and prepare post instructions and the team before that date, so our guards start the very next day. Cover passes from one team to the next with every post staffed.

04Are hotels legally required to have 24/7 guards?

Yes. Article 2 of the executive regulation of the Private Civil Security Guarding Law, as amended in May 2025, requires hotels to have private civil guarding around the clock, as it does buildings and towers with more than 50 rented units.

05Can you provide female guards for the spa, pool and ladies’ floors?

Yes. Saudi female guards are available in all cities, including night shifts and around the clock. The number of female posts and their hours are set out in the proposal, and one contract can cover both male and female guards.

06Can you add guards for Ramadan and the Hajj season?

Yes. We agree the surge dates, the number of extra guards and their posts with you in advance, either within your annual contract or on a separate seasonal contract. The extra team works under the same supervisor.

07Do your guards count toward our Saudisation?

Saudi guards contracted through a guarding company can count toward your Nitaqat ratio under the programme’s conditions; we explain this in the proposal.

08Will there be a supervisor on site?

You can have a supervisor on every shift, or on the day shift only, depending on the size of the property. The supervisor is your direct contact for attendance, standards and anything unexpected.

09What reports will we receive?

A daily occurrence log of events, patrols and lost property, a written report for each incident as it happens, and a monthly review with your management. These records help you show that you meet the immediate-reporting and lost-property requirements.

10Do you provide close protection for VIP guests and delegations?

Yes. VIP and close protection (bodyguard) services are licensed and part of our services. We provide them for hotel guests in coordination with your security management, from arrival to departure.

11Do you cover hotels in Makkah, Madinah and other cities?

We cover all 13 regions of the Kingdom, including Makkah, Madinah, Riyadh, Jeddah and the Eastern Province. Our office is in Al Olaya, Riyadh.

12How fast do you respond to a quote request?

We contact you within 15 minutes of receiving your request to understand what you need, then arrange the site survey and send a detailed proposal.
