Licensed Saudi male and female guards who welcome shoppers, protect your stock from the front door to the loading bay, and scale up with you for Ramadan and peak seasons.
The amended Article 2 of the executive regulation of the Private Civil Security Guarding Law, published in Umm Al-Qura on 16 May 2025, requires private civil guarding around the clock for markets, malls and open or closed commercial centres with 30 or more shops or more than 3,000 m² of commercial area. The same 24-hour rule covers gold and jewellery shops, agency sales centres for cars and heavy equipment, agency maintenance centres and car showrooms over 2,000 m², and amusement and tourism facilities over 3,000 m².
The amendment also added hypermarkets and food stores over 2,000 m² to the facilities that must have guarding during working hours, alongside restaurants over 1,000 m². Sizing your guard team therefore starts with knowing which category your facility falls into: around the clock, or working hours.
The Security Surveillance Cameras Law (Royal Decree M/34, 7/3/1444H) requires malls and food outlets to install cameras, and the camera system stays the facility’s responsibility. MHRSD work-environment rules for the guarding sector class malls as an indoor environment, with a break of at least 30 minutes for every five continuous hours and a unified uniform for guards.
These duties stay with your facility. Our part is to give you the male and female guards, the patrols and the written record that make them easy to meet every day, under SAIS licence 2611000012, Category One, valid to 28 April 2027.
The pressures facing mall and retail security today
01
Knowing which rule applies to you
The rules separate a mall with 30 shops or more than 3,000 m², which needs guarding around the clock, from a hypermarket or food store over 2,000 m², which needs guarding during working hours. When you run a chain of branches in different sizes, each branch can carry a different obligation and a different guard count.
02
Entrances and car parks at peak times
Traffic in your facility follows its own seasons, such as Ramadan nights, Eid, sales seasons and school holidays. At those times opening hours run longer and entrances and car parks fill up, so the team needs extra guards who already know the site and its instructions, rather than new faces learning the layout on the busiest day.
03
Loss from shelves, stockrooms and loading bays
Loss happens on the shop floor, in the back stockroom, and at the loading bay where goods come in and go out. A guard standing at the front door sees only one part of that picture, so your loss-prevention team needs organised presence at the back-of-house points and records it can rely on.
04
Families, female shoppers and the shopping experience
Your facility receives families and female shoppers who may need assistance or a bag check done with privacy, along with lost children, disputes between shoppers and medical cases. Each of these needs a calm response that protects the shopping experience, and support for the evacuation plan with Civil Defense when needed.
05
Showrooms and high-value stock after closing
Car showrooms over 2,000 m² and gold and jewellery shops must have guarding around the clock. In these facilities high-value stock stays on site after closing, and test-drive keys and tenant fit-out contractors inside the mall need steady control on every shift.
Solutions
Guarding solutions mapped to each pressure
Your obligation and team size, confirmed
We start by confirming which Article 2 category applies to each facility or branch, around the clock or working hours, then build posts and shifts on that basis, so the proposal reflects your actual obligation at every site.
Entrance and car-park teams
Saudi guards at shopper, car-park and service entrances who welcome visitors, watch movement and manage entry and exit calmly under your instructions. Visitor-facing conduct and uniform style are agreed with you to match your brand. Guards who speak Arabic and English are available.
Support for your loss-prevention team
Organised presence at the entrances, checks at the stockroom and loading bay under your procedures, matching of outgoing goods, and a written report of every occurrence shared with your loss-prevention team. You set the rules; we apply them on every shift.
Female guards for women’s and family sections
Saudi female guards, available in all cities, on night shifts and around the clock, for women’s and family sections, assisting female shoppers and checking their bags with privacy and courtesy, on the same contract as the rest of your guarding team.
After-closing patrols and key control
Night patrols of showrooms, shops and car parks on an agreed route and schedule, a log for every hand-over of test-drive keys, and control of tenant contractors and fit-out work against the permits you approve. Patrol vehicles and golf carts are available for large sites and car parks.
Incident handling and control-room monitoring
Guards follow the lost-child, dispute and medical procedures your operations team approves, write up every occurrence for the shift supervisor, and support your approved evacuation plan. If you already have a control room and cameras, our guards can monitor them on shift.
How we operate
How we deploy and manage your retail team
Site survey and mobilisation
We start with a site survey of entrances, car parks, service areas and female posts, confirm the legal category that applies to your facility, then write instructions for each post. The start date and handover plan are set out in the proposal, based on the size of your facility and your timeline.
A supervisor on every shift
The shift supervisor checks attendance and standards for male and female guards, covers anything unexpected and speaks directly with your operations or security manager, so you have one clear point of contact on every shift.
Daily logs and a monthly review
A daily log of occurrences, patrols and keys, a written report for every incident shared with your loss-prevention team, and a monthly review with your management on attendance, observations and improvements.
Replacement when a guard is absent
If a male or female guard is absent or on leave, we send a replacement who covers the same post to the same instructions, so cover stays continuous for the whole contract.
Relief guards for breaks
Every plan includes a relief guard, or supervisor cover, during guards’ breaks, in line with MHRSD indoor work-environment requirements for malls, so your entrances stay staffed at every moment.
Seasonal surge for Ramadan and peak seasons
We plan extra male and female guards and their dates with you well ahead of Ramadan, Eid, sales seasons and events, either added to your annual contract or on a separate seasonal contract, led by the same team.

FAQ
01How is the price for mall or store guarding built?+
Price is built from the number of posts multiplied by the hours of cover and the number of shifts. A 24/7 post needs several guards rotating on it, plus cover for breaks and leave. Supervisor, female-guard posts, seasonal surge and control-room monitoring are then added where needed. Every line is shown in the proposal so you can compare like for like.
02Is a mall legally required to have 24/7 guards?+
Yes, if it has 30 or more shops or more than 3,000 m² of commercial area. Article 2 of the executive regulation of the Private Civil Security Guarding Law, as amended in May 2025, requires markets, malls and open or closed commercial centres above that threshold to have guarding around the clock.
03What applies to hypermarkets and food stores?+
The May 2025 amendment added hypermarkets and food stores over 2,000 m² to the facilities that must have guarding during working hours. Your proposal builds the guard count on your branch’s actual opening hours, Ramadan hours included.
04Do car showrooms need guards?+
Article 2 requires car showrooms and agency maintenance centres over 2,000 m², and agency sales centres for cars and heavy equipment, to have guarding around the clock.
05Can you provide female guards for women’s sections and bag checks?+
Yes. Saudi female guards are available in all cities, including night shifts and around the clock. The number of female posts and their hours are set out in the proposal, and one contract can cover both male and female guards.
06Can you add guards for Ramadan and sales seasons?+
Yes. We agree the surge dates, the number of extra guards and their posts with you in advance, either within your annual contract or on a separate seasonal contract. The extra team works to the same instructions under the same supervisor.
07How do guards help with loss prevention?+
Guards cover the entrances, stockroom and loading bay under your procedures, match outgoing goods, and record every occurrence in a written report shared with your loss-prevention team, so you can see where loss happens and act on it.
08Who is responsible for the cameras in a mall?+
The Security Surveillance Cameras Law requires malls and food outlets to install cameras, and the system stays your facility’s responsibility. If you already have a control room, our guards can monitor it on shift and link it to their patrols on the ground.
09We have branches in several cities. Can they go on one contract?+
Yes. We cover all 13 regions of the Kingdom, including Riyadh, Jeddah, the Eastern Province, Makkah and Madinah, and one contract can carry all your branches, with the legal obligation and guard count set for each. Our office is in Al Olaya, Riyadh.
10Do your guards count toward our Saudisation?+
Saudi guards contracted through a guarding company can count toward your Nitaqat ratio under the programme’s conditions; we explain this in the proposal.
11What contract terms are available?+
Monthly or annual contracts, plus seasonal contracts for Ramadan, Eid, sales seasons and events. An annual base contract can also carry a seasonal surge at peak times.
12How fast do you respond to a quote request?+
We contact you within 15 minutes of receiving your request to understand what you need, then arrange the site survey and send a detailed proposal.
