The 2026 EXPRO guarding controls and what they ask of your tender

The Contracting, Purchasing and Quantities Controls for Security Guarding Services were issued by EXPRO (the Expenditure Efficiency and Government Projects Authority) under Minister of Finance decision no. 18 dated 6/1/1448H, effective 20/1/1448H. They are a mandatory reference for government entities writing guarding tender documents. The controls define guarding services as those provided by companies licensed by SAIS and split them into two services: buildings and infrastructure security, and event security.

Three items are pass/fail: a certified copy of the SAIS guarding licence, a site-visit certificate and, where required, the local-content baseline. The technical offer is then scored on criteria that include similar projects, an SAIS classification grade that fits the scope, methodology, a security risk plan, organisation chart and CVs, a training plan, an equipment list, ISO 9001 or a QA manual, quality, business-continuity and OHS plans, and the injury and incident record for the past five years. The technical pass mark is 70%.

For manpower, the controls require Saudi staff aged 18 or over, with a good-conduct certificate, a criminal-record check and medical fitness, trained at SAIS-approved or Public Security training centres. A guard works 48 hours a week (36 in Ramadan) and no more than one shift, female staff are assigned to women's sections, and a personnel file for each guard is due one month before site handover. Daily penalties apply to cases including absent staff, missing documents, leaving a post before relief and a site left uncovered for more than one hour.

The controls keep a guarding tender for guarding. Supply and installation of guard rooms and security gates, visitor reception, security systems such as CCTV, access control and intrusion detection, OHS works and security consultancy are all procured separately, while control-room operation and CCTV monitoring sit inside guarding. That is how we work: our guards staff your posts and control rooms, and the systems stay with your systems contractor.

Challenges

The pressures facing government security and procurement teams

01

Penalties counted by the day

The penalty matrix in the controls lists breaches charged per day and per case: an absent guard, missing documents, uniform breaches, sleeping or phone use on post, leaving a post before relief, and a site left uncovered for more than an hour. Every absence not covered in time becomes a contract finding and a conversation with procurement.

02

Documents due before handover

The controls ask for a file on each guard one month before site handover, covering ID, qualifications, good conduct, criminal record, medical check, contract, insurance and GOSI, followed by quality, business-continuity and HSE plans within 30 days of handover. Any late part delays the start of service.

03

Women's sections

The controls require female staff for women's sections and bar staff from entering areas reserved for the other gender without written permission. Entities that receive female visitors need female guards at entrances, waiting halls and women's sections on every shift those sections are open.

04

Handover from the current contractor

The controls ask entities to attach the current contract's manpower list so that good staff can be retained, and a tender can take about a year from bids to service start. Throughout, the buildings must stay covered, and the handover between teams must leave no post empty.

05

Several buildings and different roles

One entity often has a headquarters, branch buildings, car parks, control rooms and official events. Each role in the controls has a title and minimum qualification: a bachelor's degree for the project manager, a diploma for the security supervisor, intermediate school for guards and CCTV monitors, with daily and periodic reports in Arabic and incident reports within 24 hours.

Solutions

How our guards answer each pressure

A technical offer built on the evaluation criteria

We are registered on Etimad and build the technical offer in the order of the evaluation criteria in the controls: a certified copy of our SAIS licence, our methodology for attendance, permits, patrols, keys, shifts, emergency response and post deployment, a security risk plan, organisation chart, training plan and equipment list. We attend the site visit, which is a pass/fail condition.

Absence cover before it becomes a penalty

The roster includes relief guards for breaks, and the shift supervisor covers any absence from the team assigned to your entity, so no post is left without a guard and you receive the contracted headcount. We review headcount with you every month.

Female guards for women's sections

Saudi female guards, available in all cities including night shifts and around the clock, for women's entrances, female visitor halls and women's sections, under the same contract and supervision. The team works to the written-permission rule for entering areas reserved for the other gender.

Control-room operation and CCTV monitoring

Where your entity already has a camera system, our guards can run your control room: watching screens, dispatching patrols to alarms and keeping the occurrence log. Supply and maintenance of the system stay with your systems contractor, as the controls separate the two services.

Guarding for official events

Event security is one of the two services the controls define. We provide guarding for official events and conferences your entity hosts: entrance control, invitation and pass checks and hall guarding, for the number of days set in the contract.

An orderly takeover from the current contractor

We plan the takeover around the current contract's end date, review the manpower list attached to the tender, agree post orders with your security and safety department, and take over the registers on the agreed day, so every post stays staffed during the handover.

How we operate

How we deploy and manage your site

Site survey and mobilisation

We survey the buildings, gates, critical points and control rooms with your security and safety department, agree post orders for each post, prepare the guard files due before handover, then mobilise on the date set in the contract.

A supervisor on every shift

Each shift has a named supervisor who carries out supervisory rounds of the posts, as the controls require on all shifts, handles escalation and is your direct contact for the whole shift.

Daily and periodic reports in Arabic

Every post keeps a daily occurrence log, gates keep registers of visitors, vehicles and passes, and you receive daily and periodic reports in Arabic. Incidents are reported to your contact within the same shift.

Relief guards for breaks

MHRSD work-environment rules for the guarding sector say a guard may not work 5 continuous hours without a break of at least 30 minutes, with a substitute covering the post. We build that relief into the roster, so entrances and control rooms stay staffed through every break.

Replacement when a guard is absent

If a guard is absent, the shift supervisor brings in a replacement from the team assigned to your entity to cover the post, and the permanent replacement is completed within the period your contract sets.

Monthly review with your security department

Each month we review logs, incidents, findings and headcount with you, update post orders, and plan ahead for event days and new facilities added to the contract.

Frequently asked questions

FAQ

01Do you hold the licence the controls require?

Yes. Halcones holds SAIS private civil guarding licence 2611000012, Category One, valid to 28 April 2027, which allows a guard force of up to 1,000 guards. A copy goes into the technical offer.

02We are preparing the tender specifications. How can you help?

If you are estimating need, we can survey the buildings with you and provide the operational data the controls ask for, such as gates, critical points, shifts and control rooms. Writing the specifications and the decision to tender stay with your entity.

03Our tender is live on Etimad. How do we reach you?

We are registered on Etimad. Email the tender number and specifications to info@halcones.sa. We review the scope and criteria, attend the site visit and prepare our technical and financial offers to the specifications.

04Can you serve a direct purchase or an urgent need?

Yes. We get back to you within 15 minutes of your request, survey the site and send a priced post plan that follows your entity's purchasing procedure, then mobilise on the agreed date.

05How does the takeover from the current contractor work on renewal or award?

We plan the takeover around the current contract's end date, review the manpower list the controls ask you to attach, agree post orders and take over the registers on the agreed day, so every post is staffed as the outgoing team leaves.

06How many guards does a 24/7 post need?

The controls say a guard works 48 hours a week (36 in Ramadan) and no more than one shift. A post staffed 24/7 therefore needs about 3.5 guards on paper (168 ÷ 48) and, in practice, around 4 to 4.5 once leave and absence relief are counted. The number of these posts drives the cost more than anything else.

07Do you provide female guards for women's sections?

Yes. Female guards are available in all cities, including night shifts and around the clock. They can staff women's entrances, female visitor halls and women's sections, under the same contract and supervision as your other posts.

08Does the guarding contract include cameras or guard rooms?

Under the controls these are procured separately from guarding, including supply and installation of guard rooms and security gates, security systems, visitor reception and security consultancy. Our contract focuses on guarding and on running your control rooms with our guards.

09Can your guards run our control room?

Yes. Where your entity has a camera system in place, our guards provide control-room monitoring: watching the screens, dispatching patrols to alarms and keeping the occurrence log. The design and maintenance of the system stay with your systems contractor.

10Do you provide guarding for official events?

Yes. We guard official events and conferences your entity hosts, from entrance control to hall guarding, for the number of days set in the contract and under the same supervision.

11Are all your guards Saudi?

Yes. 100% of our guards are Saudi, as the Private Civil Security Guarding Law requires of all staff at guarding companies, and as the controls require of the workforce.

12Which cities do you cover?

We cover all 13 regions from our office in Al Olaya, Riyadh, including Makkah, Madinah, the Eastern Province and Qassim. One contract can cover your entity's buildings in several cities.
