Event and Exhibition Security Guards in Saudi Arabia
Licensed Saudi guards for gates, search lanes and asset protection, day and night, from the first build-up night to the last tear-down, with female guards for women’s lanes.
Your legal obligation as an event organiser or venue
The amended Article 2 of the executive regulation of the Private Civil Security Guarding Law, published in Umm Al-Qura on 16 May 2025, requires facilities licensed by the General Authority for Exhibitions and Conferences or the General Entertainment Authority (GEA) to have private civil guarding during the activity. Wedding and event halls must have guarding during their working hours.
According to a published summary of the GEA’s 2026 licensing regulation, a permit is required to organise recreational events, entertainment shows and live performances. “Crowd control and management for entertainment activities” is a separate supporting activity that needs a GEA accreditation certificate. Private events not open to the public are excluded, and the regulation takes effect 180 days after publication.
Where the organiser is a government entity, the EXPRO contracting controls for guarding services include an event-security service. They call for a risk assessment for each event, a security emergency plan, the required number of guards, a deployment plan with critical points, temporary security barriers where needed, and protocols approved in advance with Civil Defense and the Red Crescent. The same controls require female staff for women’s sections.
The permit, the event plan and any crowd-management accreditation stay with the organiser and the accredited providers. Our part is the guarding: gates, search lanes, restricted areas, car parks and overnight asset protection, coordinated with your accredited crowd-management provider, under SAIS licence 2611000012, Category One, valid to 28 April 2027.
The Kingdom’s events calendar keeps growing. Riyadh Season 2026 opened on 21 October, Riyadh is scheduled to host Expo 2030 from 1 October 2030 to 31 March 2031 with around 42 million visits expected, and the FIFA World Cup 2034 is planned across 15 stadiums in five cities. Peak nights for many events fall on the same dates, headcounts change at the last minute, and no-shows on the busiest nights can leave lanes closed exactly when you need them open.
02
Women’s search lanes need female guards
Events attended by women and families need separate search points for women, staffed by women. The GEA’s draft rules for entertainment cities, published for consultation in August 2025, call for separate inspection points for men and women. Having enough female guards for every lane on every night is a recurring concern for organisers.
03
Build-up and tear-down nights
Stands, stages, screens and stock arrive days before opening and leave days after closing. On those nights the site is open to contractors, lighting is partial and assets are most exposed to loss or damage, yet these nights are often missing from the security plan.
04
Guarding and crowd management are different licences
Crowd control and management for entertainment activities needs its own GEA accreditation certificate. Organisers need a guarding company that is clear about its role at the gates and search lanes and works smoothly with the accredited crowd-management provider, so responsibilities are clear on the night.
05
Heat, long hours and short notice
Outdoor seasons and festivals mean long shifts in summer heat, and MHRSD rules say a guard may not work five continuous hours without a break of at least 30 minutes. Add accreditation and badging lead times, venue briefings and short notice before opening, and a plan built only on guards multiplied by hours falls short.
Solutions
Guarding solutions mapped to each pressure
Gates and ticket checks
Saudi guards at every entry gate checking tickets, wristbands and accreditation, directing visitors to the right lane, and keeping restricted gates closed to anyone without the right pass. We provide guards who speak Arabic and English.
Bag search and women’s lanes
Bag search at every lane, with hand-held metal detectors where your event policy calls for them; the EXPRO controls list them as standard guarding equipment. Saudi female guards, available in all cities, staff the women’s lanes and assist female visitors with privacy and courtesy.
Backstage and restricted areas
Fixed posts at backstage, artist, production and VIP areas, and at the cash office and merchandise stores, checking every pass against the access list agreed with you. Where a guest needs personal protection, our licensed VIP and close-protection service works to a plan agreed in advance.
Asset guarding for build-up and tear-down
Night guards and regular patrols from the first delivery to the last truck out, logging contractor entry and exit, protecting stands and equipment, and reporting any damage or loss within the same shift. On large sites we provide patrol vehicles and golf carts.
Car parks and visitor routes
Guards at car-park entrances and along the routes to the gates, keeping drop-off points clear and helping visitors reach the right entrance, with a fixed post for lost property and lost children.
Coordination with crowd management and emergency services
Our supervisors work to your event plan and alongside your accredited crowd-management provider. They report incidents in writing straight away, support your approved evacuation plan and help Civil Defense and Red Crescent crews reach the right place.
How we operate
How we deploy and manage your event team
Site walk and deployment plan
We walk the venue with you, map every gate, search lane, critical point and car park, and agree a deployment plan with written instructions for each post. The start date and briefing schedule are set out in the proposal.
Briefing before doors open
Before the first shift, guards are briefed on the venue layout, the accreditation types, the bag policy and the escalation route, so every guard knows the post they hold and what is expected there.
A supervisor on every shift
The shift supervisor checks attendance and standards, handles anything unexpected and speaks directly with your operations manager, so you have one clear point of contact on every shift.
A log for every day and a closing report
A daily occurrence log of events, patrols and lost property, a written report for every incident, and a closing report after the event covering attendance, observations and suggested improvements for the next edition.
Relief guards for breaks and replacements
Every plan includes relief guards to cover breaks, in line with MHRSD work-environment requirements for the guarding sector, and a replacement for any guard who is absent, so no lane closes for lack of staff.
Surge for peak nights and seasons
We plan extra guards with you for opening night, weekends, the headline programme and multi-week seasons, on a separate seasonal contract or added to an annual one, led by the same supervisors.

Frequently asked questions
FAQ
01How is the price for event guarding built?+
Price is built from the number of posts, gates and search lanes multiplied by the opening hours and the number of event days. Build-up and tear-down nights, female guards, supervisors and relief guards for breaks are then added. Every line is shown in the proposal so you can compare like for like.
02Do you provide crowd management?+
Crowd control and management for entertainment activities is a separate supporting activity that needs a GEA accreditation certificate. We provide event guarding (gates, search lanes, restricted areas, car parks and asset protection) and work alongside the accredited crowd-management provider you appoint, with roles set out in the deployment plan.
03How many guards does my event need?+
It depends on peak attendance at one time, the number of gates and search lanes, restricted areas and car parks. A draft GEA rule for permanent entertainment cities, published for consultation in August 2025, proposed one guard per 100 visitors. It is a draft and not a requirement for events, so we use it only as a rough planning reference and size your team after the site walk.
04Is guarding mandatory at events?+
Yes. Article 2 of the executive regulation of the Private Civil Security Guarding Law, as amended in May 2025, requires facilities licensed by the General Authority for Exhibitions and Conferences or the GEA to have guarding during the activity, and wedding and event halls to have guarding during working hours.
05Can you provide female guards for women’s lanes and women-only events?+
Yes. Saudi female guards are available in all cities for women’s search lanes, women-only events and weddings. The number of female guards and their hours are set out in the proposal, and one contract can cover both male and female guards.
06Do you guard the site during build-up and tear-down?+
Yes. We provide night guarding and patrols from the first delivery to the last truck out, with a log of contractor entry and exit and same-shift reporting of any damage or loss.
07Can you cover a season that runs for several weeks?+
Yes. Seasonal zones and multi-week seasons are covered on a seasonal contract, with a surge plan for peak nights and a steady team and supervisors who know the site for the whole season.
08Do you provide close protection for artists, speakers and VIP guests?+
Yes. VIP and close protection (bodyguard) services are licensed and part of our services, including female protection officers. We provide them on a separate plan agreed in advance with your event team.
09Can your guards monitor our control room during the event?+
Yes. Our guards can monitor your existing camera room and cameras during event hours and coordinate with the gate posts and the supervisor whenever they see something that needs attention.
10What do you need from us to prepare a quote?+
The event type and venue, the dates and daily hours, expected peak attendance, the number of gates and search lanes, whether you need women’s lanes, build-up and tear-down nights, and the permit status. Start with what you have and we will complete the rest with you.
11Do you cover events in Riyadh, Jeddah and other cities?+
We cover all 13 regions of the Kingdom, including Riyadh, Jeddah, the Eastern Province, Makkah and Madinah. Our office is in Al Olaya, Riyadh.
12How fast do you respond to a quote request?+
We contact you within 15 minutes of receiving your request to understand your event, then arrange the site walk and send a detailed proposal.
