Article 1
Defines a guarding company as a sole establishment wholly owned by a Saudi, or a company wholly owned by Saudis, that provides private civil guarding under a special licence.
If your firm has clients or sites in the Kingdom, you run the programme and the client relationship, and we deliver the guarding under our Saudi licence, SAIS 2611000012.

Guarding in the Kingdom is governed by the Private Civil Security Guarding Law, issued by Royal Decree M/24 of 8/7/1426H. Three of its articles decide who delivers the service.
Defines a guarding company as a sole establishment wholly owned by a Saudi, or a company wholly owned by Saudis, that provides private civil guarding under a special licence.
Makes ownership a licence condition: the sole establishment must be wholly owned by a Saudi, and the company wholly owned by Saudis.
Requires all employees of guarding companies and establishments to be Saudi, and all civil security guards to be Saudi.
So a foreign security firm, or a foreign-owned entity in the Kingdom, cannot deliver manned guarding itself. It delivers through a licensed Saudi company. That is the role we fill with you.
This is a summary for orientation. Please have your counsel confirm how it applies to your structure.
