The Royal Commission for Jubail and Yanbu manages and develops Jubail Industrial City. Founded in 1975 to develop industrial cities for petrochemicals and energy-intensive industries, the Commission is also responsible for Ras Al-Khair Industrial City, north of Jubail. Its annual report states that total investment in its industrial cities passed SR1.5 trillion by the end of 2025.
Jubail concentrates petrochemical complexes and primary industry, surrounded by plastics, specialty chemicals and other manufacturers, and is served by King Fahd Industrial Port. In practice this means truck gates, large storage areas and heavy contractor traffic.
Jubail Industrial City differs from other industrial cities because it is a complete city, with housing, schools and hospitals. Its facilities therefore range from plants to service-company offices, residential compounds and schools. It also hosts large worker accommodation, whose numbers rise during maintenance shutdowns.

Sign-in of contractors, their workers and tools at the temporary site gate, on a short contract covering only the maintenance shutdown.
Night guarding of equipment and materials in contractor yards, with a daily gate log and a report to site management.
A guard at the accommodation gate, logging of transport buses in and out, rounds inside the compound and monitoring of housing rules.
Visitor reception and parking control, and female guards at the girls' gate, coordinated with school or property management.
Each industry page sets out the requirements, with its own quote form:
