Security Guards for Hajj and Umrah Pilgrim Housing
Licensed Saudi male and female guards for pilgrim buildings in Makkah and Madinah and for camps in the holy sites, with a seasonal team ready from 1 to 15 Dhul-Hijjah.
The amended Article 2 of the executive regulation of the Private Civil Security Guarding Law, published in Umm Al-Qura on 16 May 2025, lists “camps and sites prepared to house pilgrims in the holy sites” among the facilities that must have private civil guarding, for the period from 1 to 15 Dhul-Hijjah each year.
Pilgrim housing in Makkah is permitted by the Hajj Housing Committee after inspection by engineering offices approved by the Municipality and Civil Defense. In the 1446H season, 3,149 permits covered about 428,000 rooms for more than 1.8 million pilgrims. The Hajj accommodation rules were updated in August 2026 with two accommodation tiers and inspections before licensing, before operation and during operation, so a building needs organised records ready throughout the season.
The Ministry of Hajj and Umrah also puts guarding for its own sites out to public competition on Etimad, such as the competition published in June 2026, which shows the place guarding holds in the wider Hajj services system.
Licensing and operating duties stay with the operator of the housing or camp. Our part is to give you the male and female guards and the written record that make them easy to meet every day, under SAIS licence 2611000012, Category One, valid to 28 April 2027.
The pressures facing pilgrim housing security today
01
A short, intense season
The required guarding period for camps runs only 15 days, from 1 to 15 Dhul-Hijjah, and a camp or building needs its full guarding team from day one. Finding enough Saudi guards for that window is hard when planning starts late, and any shortfall in the first days shows straight away at the gates.
02
Group movements at meal and bus times
Pilgrims leave and return in large groups around prayer and meal times and bus departures to the holy sites and the Haram. At those moments the gates are under the most pressure, and checking pilgrim passes and keeping non-residents out needs enough guards in the right place.
03
Privacy in women’s sections
Pilgrim buildings and camps have sections reserved for women. Managing access to them and assisting female pilgrims needs female guards who work with privacy and courtesy, in coordination with housing management and group guides.
04
Lost and elderly pilgrims
Every day pilgrims arrive at the gate having lost their group or unsure where their camp or building is, many of them elderly or not Arabic speakers. The guard needs a clear procedure to log them and guide them or hand them to camp management without leaving the post.
05
Inspections, records and heat
Pilgrim housing is inspected before licensing, before operation and during operation, so management needs organised records ready at any time. Meanwhile guards work in the heat and on long shifts, so breaks and relief must be planned in advance to keep every post staffed.
Solutions
Guarding solutions mapped to each pressure
A seasonal team planned in advance
We agree the number of male and female guards, their dates and their posts for the Hajj season with you early, and prepare instructions for each post before the season starts, so the full team begins on day one under supervisors who know your site.
Gate control and pass checks
Gate guards check pilgrim cards or camp wristbands against the operator’s system, log visitors and suppliers, and add guards to the gates at meal and bus times to an agreed plan, in coordination with camp management and group guides.
Female guards for women’s sections
Saudi female guards, available in all cities including night shifts and around the clock, for the entrances to women’s sections in buildings and camps. They manage access, assist female pilgrims and log female visitors, on the same contract as the rest of your guarding team.
A clear procedure for lost pilgrims
The guard logs the lost pilgrim’s details and arrival time, contacts camp management or the group guide, and hands the pilgrim to your designated contact, so your guidance desk stays in charge and the post stays covered. We provide guards who speak Arabic and English.
Patrols and luggage-room control
Regular patrols of corridors, emergency exits and facilities in buildings, and of the camp edges at night, with controlled access to luggage rooms and a log of items received and handed back. Findings go to management within the same shift, and the team supports your approved evacuation plan. For large camps we provide patrol vehicles and golf carts, and our guards can monitor your camera room.
Annual contract with a seasonal surge
For buildings that host Umrah visitors all year, we provide an annual contract for the permanent posts with an extra team added for Ramadan and the Hajj season, under the same supervision and to the same instructions. The permanent team already knows your building and its guests and briefs the extra guards on each post before the peak, so you move from normal traffic to the season without disruption.
How we operate
How we deploy and manage your Hajj season team
Survey and pre-season planning
We survey the building or camp site with your housing manager well before the season, confirm the posts, their hours and the women’s posts, and agree start and end dates, team transport and site-access arrangements. Then we write instructions for each post.
A supervisor on every shift
The shift supervisor checks the attendance and standards of male and female guards, moves extra guards to the gates at peak times and speaks directly with your camp or housing manager, so you have one clear point of contact on every shift.
Inspection-ready daily logs
A daily log of gates, visitors, patrols and lost pilgrims and a written report for every incident, ready to show at any inspection, followed by an end-of-season review of observations and improvements for next year.
Replacement when a guard is absent
If a guard is absent, we send a replacement who covers the same post to the same instructions, because the days of the season leave no room for an empty post.
Relief guards for breaks
Every plan includes a relief guard, or supervisor cover, during breaks, in line with MHRSD work-environment requirements for the guarding sector and with the heat in mind. The gates stay staffed at every moment.
Capacity for the seasonal surge
Our Category One licence allows a guard force of up to 1,000 guards, so we can cover several buildings or camps for the same operator in one season. The earlier planning starts, the better prepared the team.

Frequently asked questions
FAQ
01Are pilgrim camps legally required to have guards?+
Yes. Article 2 of the executive regulation of the Private Civil Security Guarding Law, as amended in May 2025, lists camps and sites prepared to house pilgrims in the holy sites among the facilities that must have guarding, for the period from 1 to 15 Dhul-Hijjah each year.
02How is the price for pilgrim housing guarding built?+
Price is built from the number of posts multiplied by the hours of cover, the number of shifts and the number of days in the season. A 24/7 post needs several guards rotating on it, plus break cover. Supervisor, female-guard posts and peak-time reinforcement are then added. Every line is shown in the proposal so you can compare like for like.
03Do you offer seasonal contracts for Hajj only?+
Yes. We offer seasonal contracts for the Hajj season and for Ramadan and the Umrah season, plus monthly or annual contracts for buildings that operate all year. An annual contract can also carry a seasonal surge. A seasonal contract sets out the start and end dates and the number of guards for each day of the season.
04When should we book guarding for the Hajj season?+
As early as you can: the season is short and demand for Saudi guards is high. Early planning lets us prepare the team, the post instructions and transport before the first of Dhul-Hijjah.
05Can you provide female guards for women’s sections?+
Yes. Saudi female guards are available in all cities, including Makkah and Madinah, on night shifts and around the clock. The number of women’s posts and their hours are set out in the proposal, and one contract can cover both male and female guards.
06How do your guards handle lost pilgrims?+
The guard logs the pilgrim’s details and arrival time, contacts camp management or the group guide and hands the pilgrim to your designated contact, while the post stays covered throughout.
07Will your records help with inspections?+
Yes. We keep a daily log of gates, visitors, patrols and incidents and hand it to your management in an organised form, ready to show at any inspection before or during operation.
08Do you cover Makkah, Madinah and the holy sites?+
We cover all 13 regions of the Kingdom, including Makkah, Madinah and Jeddah, and we plan the team’s arrangements for the holy sites with you in the proposal. Our office is in Al Olaya, Riyadh.
09Are your guards Saudi?+
Yes. 100% of our male and female guards are Saudi, as the Private Civil Security Guarding Law requires of all staff at guarding companies.
10Do your guards count toward our Saudisation?+
Saudi guards contracted through a guarding company can count toward your Nitaqat ratio under the programme’s conditions; we explain this in the proposal.
11How fast do you respond to a quote request?+
We contact you within 15 minutes of receiving your request to understand what you need, then arrange the site survey and send a detailed proposal.
