Your obligations

Your legal obligation as a property owner or manager

The amended Article 2 of the executive regulation of the Private Civil Security Guarding Law, published in Umm Al-Qura on 16 May 2025, lists among the facilities that must have private civil guarding around the clock: “buildings and towers with more than 50 units intended for residential or commercial rent” and “closed residential compounds with more than 10 villas or more than 50 residential units”.

How these thresholds apply to a particular property needs a careful legal reading. The unit count, whether the units are for rent or owner-occupied, and the type of compound all affect the answer. We recommend confirming your property’s position with your legal adviser, and we bring the text of the article to the site survey so the guarding plan rests on a clear basis.

The Security Surveillance Cameras Law (Royal Decree M/34, 2022) names residential buildings and compounds among the sites that must install cameras, with penalties for each violation. SAIS also announced in May 2019 that entities contracting guarding companies must equip their facilities with cameras to the approved specifications, and that a guarding contract is signed or renewed once that is in place.

These duties stay with the owner or the managing entity. Our part is to give you the guards, the patrols and the written record that make them easy to meet every day, under SAIS licence 2611000012, Category One, valid to 28 April 2027.

Challenges

The pressures facing compound and tower security today

01

A main gate that is never left empty

The compound gate or the tower lobby desk is where every resident, visitor and vehicle passes, so it must be staffed at every moment, including breaks, prayer times and shift changes. MHRSD rules say a guard may not work five continuous hours without a break of at least 30 minutes, with a substitute covering the post. When that cover is missing from the plan, cars tailgate through unchecked, one of the most common gate failures.

02

Delivery riders, taxis and contractors

Every day the gate handles dozens of delivery riders, taxi drivers, maintenance crews and contractors, alongside residents’ guests. Each entry without a resident’s confirmation or a management permit opens the door to nuisance or theft, and leaves the guard caught between a visitor’s request and a resident’s right to feel safe.

03

Residents’ privacy and courtesy

Residents want to feel safe without feeling watched. A gate guard needs a calm, courteous manner and respect for families’ privacy with residents of many nationalities and languages, so we provide guards who speak Arabic and English. The ladies’ gym, the pool at ladies’ hours and family areas need female guards who manage access with discretion.

04

Large grounds and long nights

In large compounds the perimeter wall and internal roads run a long way; towers add basements and multi-level car parks. At night movement drops and attention fades at distant posts, so regular, logged patrols are what stop quiet corners from becoming weak points.

05

A portfolio with uneven standards

Property-management companies and owners’ associations often run several buildings across districts or cities. When the guarding standard differs from building to building, and guards change without a clear handover, the property manager cannot see what happens at each site or answer a resident’s complaint or an owner’s question with a record.

Solutions

Guarding solutions mapped to each pressure

Gate control and visitor registration

Saudi guards on the vehicle and pedestrian gates around the clock, checking residents’ vehicle stickers or permits and logging every visitor with name, time and the unit visited. Visitors enter only after the resident confirms, following the procedure your management sets.

Delivery and contractor control

Guards apply the rule you set for delivery riders and taxis: hand-over at the gate or lobby, or entry once the resident confirms. Contractors and maintenance crews enter only with a management permit, with times in and out logged and an escort to the work area where needed.

Patrols on foot, by golf cart or by vehicle

Regular patrols of the perimeter wall, internal roads and shared amenities, and of basements and car parks in towers, on foot or with the patrol vehicles and golf carts we provide, depending on the size of the site. Each patrol is logged with times and findings, and open doors, lighting faults or anything unusual go straight to the shift supervisor.

Lobby desk and control-room monitoring

In residential and commercial towers, the lobby guard greets residents and visitors courteously and controls access to lifts and floors. Where your property has a camera system, our guards can monitor your camera room, watching screens, dispatching patrols to alarms and keeping the occurrence log. System design and maintenance stay with your systems contractor.

Female guards for ladies’ and family areas

Saudi female guards, available in all cities including night shifts and around the clock, for the ladies’ gym, the pool at ladies’ hours and family areas. They manage access and assist female residents and their guests with privacy and courtesy, on the same contract as the rest of your guarding team.

One contract for a portfolio

For property-management companies and owners’ associations, we bring your buildings under one contract with common post instructions, a supervisor who follows the sites and separate records for each building, so you get one guarding standard and a clear picture of every property in your portfolio.

How we operate

How we deploy and manage your property team

Site survey and mobilisation

We walk the gates, lobby desks, perimeter and shared amenities with your property manager, confirm which posts need 24/7 cover and which are day-only, recommend the right patrol type and write instructions for each post. The start date and handover plan are set out in the proposal, based on the size of the property and your timeline.

A supervisor on every shift

The shift supervisor checks attendance, standards and appearance, covers anything unexpected and speaks directly with your property manager or association contact, so you have one clear point of contact on every shift.

Daily logs and a monthly review

A daily log of visitors, vehicles, patrols and events, a written report for every incident, and a monthly review with your management on attendance, observations and improvements. For multi-building portfolios, records are kept for each building separately.

Replacement when a guard is absent

If a guard is absent or on leave, we send a replacement who covers the same post to the same instructions, so the gate stays staffed and shift handovers continue without a gap.

Relief guards for breaks

Every plan includes a relief guard, or supervisor cover, during guards’ breaks, in line with MHRSD work-environment requirements for the guarding sector. The main gate and the lobby desk stay staffed at every moment.

Handling reports and complaints

Guards log residents’ reports such as noise, badly parked vehicles or incidents, and pass them to the shift supervisor and property management with the time and the action taken. The team also supports your approved evacuation plan and helps Civil Defense and Red Crescent crews reach the right place quickly.

Frequently asked questions

FAQ

01How is the price for compound or tower guarding built?

Price is built from the number of posts multiplied by the hours of cover and the number of shifts. A 24/7 post needs several guards rotating on it, plus cover for breaks and leave. Supervisor, mobile patrols and female-guard posts are then added where needed. Every line is shown in the proposal so you can compare like for like.

02What contract terms are available?

Monthly or annual contracts; an annual contract suits permanent gates and posts. A seasonal contract can be added when you need extra cover for a set period.

03Is my compound or tower legally required to have 24/7 guards?

Article 2 of the executive regulation, as amended in May 2025, lists buildings and towers with more than 50 units intended for residential or commercial rent, and closed residential compounds with more than 10 villas or more than 50 residential units. How it applies to your property depends on reading the text against your unit count and leasing status, so we recommend confirming it with your legal adviser. We walk you through the text during the survey.

04How do we switch from our current provider without a gap in cover?

We confirm the end date of your current contract, survey the site and prepare post instructions and the team before that date, then take over the gate logs and handover notes so our guards start the very next day with every post staffed.

05Can you provide female guards for the ladies’ gym, pool and family areas?

Yes. Saudi female guards are available in all cities, including night shifts and around the clock. The number of female posts and their hours are set out in the proposal, and one contract can cover both male and female guards under one supervision.

06Will patrols be on foot or by vehicle?

That depends on the size of the site. A tower or small compound is usually covered on foot; for large compounds with long internal roads we provide patrol vehicles and golf carts. We agree this with you after the survey and show it as a separate line in the proposal.

07How do surveillance cameras relate to the guarding contract?

The Security Surveillance Cameras Law requires residential buildings and compounds to install cameras. Under the SAIS decision announced in May 2019, a guarding contract is signed or renewed once the facility has cameras to the approved specifications. Your systems contractor handles installation and maintenance, and our guards can monitor your camera room.

08Do your guards count toward our Saudisation?

Saudi guards contracted through a guarding company can count toward your Nitaqat ratio under the programme’s conditions; we explain this in the proposal.

09We manage several buildings. Can they go under one contract?

Yes. We bring your buildings under one contract with common post instructions and a supervisor who follows the sites, with separate records for each building and a monthly review covering the whole portfolio, whether the buildings are in one city or several.

10What reports will we receive?

A daily log of visitors, vehicles, patrols and events, a written report for each incident as it happens, and a monthly review with your management. These records help you answer residents’ complaints and owners’ questions with facts.

11Do you cover compounds and towers in every city?

We cover all 13 regions of the Kingdom, including Riyadh, Jeddah, the Eastern Province, Makkah and Madinah. Our office is in Al Olaya, Riyadh.

12How fast do you respond to a quote request?

We contact you within 15 minutes of receiving your request to understand what you need, then arrange the site survey and send a detailed proposal.
